Now that you look at it carefully, you conclude the answer is Both!

The rubble has been moved and tracks can be see through it. The stones and debris are formed into a tunnel. Dust sifts down from it as Milton moves inside the ruins.

Balthar has followed the other party members amongst the ruins, sword at the ready should trouble arise.

Assuming he sees nothing in the ruins of the tower, Tarmo moves over to see what Rana has found.

ooc: It sounded like there was a ruined tower and a ruined building...or is this all one ruined area?

Milton has decided to investigate the square building ruins first...just to the west of you is the ruins of a circular tower.

Is Tarmo going to move to the west and investigate the ruined tower or follow Milton into the square tower?

Yes, Tarmo is peeking into the ruins of the tower, then he will join the others.

Tarmo moves quietly over to the tower ruins. As he peeks in, he sees three scruffy men, two in leather, and one in chain, sitting near a fire and cooking a grouse.

They seem too preoccupied with the grouse to notice Tarmo...yet.

Actions?

For further clarification, Balthar followed Milton towards the ruins of the square building.

Tarmo quietly returns to the group, motioning for them to be quiet while he whispers what he found.

"We've no idea what intentions these men may have, do we want to parley with them before we assume the worst? If we do, it should be from a position of advantage."

Milton agrees. Better to make friends than to earn enemies needlessly.

ooc: thinking we should spread out around the tower, Tarmo can then talk to them. If they get all stabby at least some of us can flank them.
