To verify, the elven bow gives +1 to hit & damage, and wood elves gain an additional +1 to hit on top.

Yes I think that is correct. You get a +1 for To Hit Bonus, +1 for Dex, +1 for elf using a bow, and +1 for a rowan tree bow (special item).
